Baybay City LGU mandated the use of the Baybay City Pass or BC Pass as a means of contact tracing and mitigating the spread of COVID-19 disease in the city on May 1, 2021, through Executive Order No. 103.
Individuals must then use the Baybay City Pass and its quick response (QR) code system to access various city establishments. No one is permitted to enter any establishments or offices unless they present their Baybay City Pass QR Code (as of December 2021, individuals must present a vaccination card or VaxCertPH).
Previously, residents and non-residents could register for their Baybay City QR code via the Baybay City Pass portal at https://bcpass.baybaycity.gov.ph/. They must now present a vaccination card in lieu of the Baybay QR Code.

What is Baybay City Pass?
Baybay City Pass or BC Pass is the city’s unique QR Code system for contact tracing and other purposes. It was introduced by Baybay LGU’s City Inter-Agency Task Force for the Management of Emerging Infectious Diseases ( CIty IATF-MEID) at a meeting on April 12, 2021.
Said QR code system was determined to be viable within the framework and capabilities of the city government and not inconsistent with the technologies proposed and used by the national government for contact tracing and other purposes.
It is a portal to get an individual’s unique Baybay City QR Code, which residents, non-residents, and authorized persons outside residence (APORs) need.
Where is Baybay City Pass QR Code used?
The Baybay City QR Code is used across Baybay City in all checkpoints, businesses, government or private offices, and other establishments within the city's territorial jurisdiction. Said institutions and establishments are required to install scanning devices in all of their entry points.
Individuals need to present a Baybay City QR Code if they wish to roam around the city and enter establishments.
What are the requirements to get a Baybay City Pass QR code?
To obtain a Baybay City QR Code via the Baybay City Pass portal, you must have (1) a mobile number, (2) an email address, and (3) a photo of yourself to upload.
Individuals must use capable devices that can connect to the internet via a browser. Those who do not have mobile or desktop devices or internet access are advised to seek immediate assistance from the Sangguniang Kabataan or barangay officials in their area.
