(Updated 11/28/2021) The Provincial Goverment of Pangasinan has already removed the use of S-PaSS as a travel requirement through Executive Order No. 0178-2021. S-PASS permits will no longer be required. The LGU of destination, on the other hand, has the authority to impose reasonable restrictions on travelers arriving from areas with a higher quarantine classification.
On May 27, 2021, the Pangasinan Provincial Government issued guidelines for implementing S-PaSS in all municipalities and cities under its jurisdiction. S-PaSS should be used by all local government units (LGUs) in Pangasinan for issuing travel permits for a person's entry.
Meanwhile, the Philippine National Police (PNP) has been tasked with verifying the traveler's S-PaSS permit at Pangasinan border checkpoints. Local governments assist PNP personnel stationed at border checkpoints.
Individuals bound for Pangasinan, whether returning residents, authorized persons outside residence (APORs), returning overseas Filipinos (ROFs), or non-essential travelers, must use the S-PaSS portal necessary travel permits. Some local governments in the province may be enforcing a "No Travel Coordination Permit (TCP), No Entry" policy.
Travelers passing through Pangasinan on their way to another province must present a Travel Pass-through Permit (TPP).

Why is S-Pass used in Pangasinan?
Through IATF-EID Resolution No. 101, Series of 2021, S-PaSS is institutionalized as a one-stop travel management platform. It was adopted as part of the Province of Pangasinan's travel policy by Executive Order No. 0018-2021, dated March 1, 2021.
According to Administrative Order No. 2021-007 dated April 8, 2021, the Governor's Office of Pangasinan appointed the Computer Services Chief of the Management Information Services Office (MISO) as the Provincial Focal Person of the S-PaSS Travel Management System.
As a result, all visitors must use S-PaSS to enter Pangasinan and travel to their destination LGUs. Pangasinan is also one of the 93 Provinces/HUCs/ICCs that utilize S-Pass. As of this writing, 77 percent of LGUs in the Philippines have implemented S-PaSS, while the remaining 28 percent have yet to implement it.
What are the S PaSS requirements for traveling to Pangasinan?
S PaSS is a platform where users can apply for a Travel Coordination Permit (TCP) and a Travel Pass-Through Permit (TPP) to travel to Pangasinan. The provincial government retains the authority to issue a list of travel requirements that inbound travelers must follow.
To learn more about the requirements, individuals must first create an S-PaSS account at https://s-pass.ph/. Once they have completed and uploaded the requirements, they will be issued a permit via the S PaSS platform.
Individuals who have been fully vaccinated may present a Covid-19 domestic vaccination card as a sufficient substitute for any testing required by the destination LGU. Provided, however, that upon arrival at the destination LGU, the traveler must undergo health and exposure screening.

Individuals who need to apply for a Travel Coordination Permit (TCP):
To obtain a TCP, returning residents, travelers from GCQ/MGCQ areas outside Pangasinan, non-government APORs, and tourists must upload a photocopy of the required documents to the S-PaSS website.
Non-APORs, non-essential, and tourist travel from other provinces require a negative RT-PCR or rapid antigen test. Additional regulations may be imposed by the LGU of destination in their respective jurisdictions. Check the list below for the additional requirements::
Returning residents of Pangasinan
- Valid or Government-Issued Identification Card;
- Proof of residence in Pangasinan; and
- Barangay Certificate or Certificate of Residency on the destination Barangay.
Travelers from GCQ/MGCQ areas outside Pangasinan
- Valid or Government-Issued Identification Card; and
- Proof of residence in a GCQ/MGCQ area.
Non-Government APORs
- Valid or Government-Issued Identification Card; and
- Proof of authority such as but not limited to authority as humanitarian assistance actors, permission to transport Covid-19 relief and humanitarian assistance, company order for work-related travel, flight ticket, and other authorization/permission from the local IATF.
Tourists (resident or non-resident)
Only tourists from Modified General Community Quarantine (MGCQ) and General Community Quarantine (GCQ) areas are permitted to visit Pangasinan for leisure purposes. Visitors must register with Pangasinan's Tourist Pass Sytem - Tara Na at https://pangasinan.tarana.ph/. All visitors from outside Pangasinan will be required to show a negative RT-PCR or rapid antigen test at their chosen lodging facility.
- Proof of registration with https://pangasinan.tarana.ph/;
- Valid or Government-Issued Identification Card; and
- Proof of residence in Pangasinan or a GCQ/MGCQ area.
Note: Non-APORs and tourists from areas under Enhances Community Quarantine (ECQ) and Modified Enhanced Community Quarantine (MECQ) shall not be allowed entry to Pangasinan.
Individuals who are exempted from getting a Travel Coordination Permit:
Essential travels or travels by Authorized Persons Outside Residence (APORs) as designated by the IATF-EID or the PNP, coming from any zones, shall continue to be allowed in the Province of Pangasinan. Such APORs shall include but not be limited to frontline services, government personnel with travel orders, emergency medical cases, public transportation, and movement of cargo.
- APORs from the government shall be required to present a valid or government· issued ID, a travel order or itinerary, and to pass symptom screening; and
- Other APORs may present their employment certificates, travel orders, hospitals, referrals, and further proof of authority to travel.
Cargo movement, including personnel and delivery vehicles
- Valid or Government-Issued Identification Card and;
- Delivery receipts or Bill of loading.
Repatriated OFWs or Returning Overseas Filipinos (ROFs)
Returning Overseas Filipinos (ROFs) and Overseas Filipino Workers (OFWs) must still report to BHERTs upon arrival at their respective residences. Except for OFWs and those required by the IATF-EID. Quarantine is not required for travelers unless they exhibit symptoms upon arrival at their destination's LGU.
- Valid or Government-Issued Identification Card;
- DOH/BOQ quarantine certificate; and
- Proof indicating a residential address in Pangasinan.
Government officials and employees on official travel
- Government Office Identification Card or proof of employment; and
- Travel order or travel itinerary.
Health and emergency frontliners and uniformed personnel
- Valid or Government-Issued Identification Card; and
- Proof of work or employment in the frontline services.
Persons traveling for emergency reasons
- Valid or Government-Issued Identification Card; and
- Proof of emergency, including but not limited to: physician's referral or order, death certificate of a family member, and authority/permission from the local IATF
Public utility vehicle (PUV) operators
- Certificate of Public Convenience; and
- Approved permit to travel from the LTFRB.
Regular commuters for work purposes
- Company ID or Certificate of Employment;
- Travel order issued by the employer;
- Permission from destination LGU; and
- Proof indicating workplace address or residential address in Pangasinan.
Note: Destination LGUS with Pangasinan requires the application of Travel Coordination Permit (TCP) must be accomplished at least two (2) days before the intended arrival date. The processing of applications for TCP or TPP will be during weekdays from 8:00 AM to 5:00 PM. Applications beyond the given period and on legal holidays shall be processed the next following weekday.
Once you've completed sending the required documents to your destination LGU in Pangasinan via the S-PaSS platform, you must wait for the LGU to process your application. The TCP or TPP must be printed or saved on the phone after approval and presented for scanning at Pangasinan border checkpoints. The approved TCP or TPP will only be valid on the specified date of arrival.
