The Department of Public Works and Highways (DPWH) Tacloban City District Engineering Office (TCDEO) – has completed 56 of 67 projects under the 2021 Regular Infrastructure Program for a total of Php 1.033 billion, resulting in a 94.11 percent completion rate as of December 30, 2021.
The district highlights two of many projects that have had a significant impact on the city's infrastructure development. Among these initiatives is the replacement of Mangonbangon Bridge I on the Naga-Naga Anibong Road.

The bridge has been upgraded from a 2-lane to a 4-lane bridge for a total of Php 38-million sourced from the General Appropriations Act of 2021, which also includes reblocking of 1614.73 sq.m. and asphalt overlay of 1516.50 sq.m. The upgrade would create a long-lasting bridge capable of carrying heavy loads, connecting people, transporting goods and services, and delivering goods and services.
The District successfully completed the construction of a safe and hazard adaptive evacuation center as part of its efforts to build a disaster-resilient community.
The project entails the construction of 17 rooms, which include a clinic, administrative office, prayer room, storage room, and kitchen. The evacuees will also be well-served, with facilities such as a breastfeeding room, conjugal rooms, and a playroom. Furthermore, there are enough comfort rooms for all evacuees because the building has shower stalls, toilets, and baths for men, women, and people with disabilities. Under the General Appropriations Act of 2021, it had a total budget of Php 33.8 million.

Other projects include the improvement and rehabilitation of the Tacloban City Convention Centre (Astrodome), the access road leading to the New Passenger Terminal Building (DZR Airport), the road leading to La Villa Francisco Mountain Resort, the installation of road studs, the construction of two buildings under TIKAS Projects, the construction of 22 flood control projects, and the construction of 15.669 lane kilometers of national roads.
Meanwhile, seven of the 18 For-Later-Release (FLR) projects have been completed, ten are still in progress, and one has not yet begun.
Despite the increase in pandemic cases, 2021 has been a consistent and continuous year for infrastructure development under the Build, Build, Build Program, ushering in the implementation of community-beneficial infrastructure projects.
