TACLOBAN CITY – The Department of Public Works and Highways (DPWH) has teamed up with the Department of Information and Communications Technology (DICT) to enhance the effectiveness and reach of government services. This alliance seeks to optimize service delivery for stakeholders throughout the nation.
On April 25, 2023, a Memorandum of Understanding (MOU) for E-Governance was signed at the Manila Marriott Hotel by DPWH Secretary Manuel M. Bonoan and DICT Secretary Ivan John E. Uy. This significant partnership underscores the digitalization push of President Ferdinand "Bongbong" Marcos Jr.'s administration.
Top officials from both departments, such as DPWH Undersecretary Maximo L. Carvajal and DICT Undersecretary David L. Almirol Jr., attended the MOU signing.
Secretary Bonoan underscored the value of digital innovation in elevating government operations, highlighting the advantages of e-governance. Through this collaboration, the DPWH will offer online payment options for numerous services, including bidding documents, testing fees, accreditation fees, permit application fees, and more. The COVID-19 crisis has shown the critical role of digital technologies in preserving essential government services.
The MOU mandates that the DPWH's current applications and systems be integrated with the DICT to ensure seamless functionality. Furthermore, the DICT will work with the DPWH to create any necessary additional applications and systems.
Secretary Bonoan confirmed that the time is ripe for the Philippine government to shift to e-governance, which shows DPWH's dedication to the MOU. The DICT has also entered into separate MOUs for a digitally interconnected government with various agencies, such as the Department of Social Welfare and Development, Department of Transportation - Philippines, Anti-Red Tape Authority, Bureau of Internal Revenue, and National Commission for Senior Citizens, among others. —iTacloban
