What is the LTMS Online Portal?
The LTMS portal, provided by the Land Transportation Office (LTO), offers a convenient platform for the public to conduct various online transactions. Through this user-friendly portal, you can easily process a range of transactions, including driver's or conductor's license renewal applications, requests for record revisions, and obtaining a Certificate of No Apprehension.

How to Register for an Account on the LTMS Online Portal?
Registering for an LTMS account is just easy, you only need to go to the link at portal.lto.gov.ph and follow the on-screen instructions. To guide you through the process, here are the steps you need to follow:
Step 1 – Access the LTO Online Portal
To begin your registration process, open your web browser and visit the official LTO online portal. You can easily access it by typing or clicking on the following link: portal.lto.gov.ph. Once there, click on the "register" button to start the process.
Take a moment to carefully read and understand the terms of the agreement provided. When you're ready to proceed, tick the box next to the "Yes, I accept" text to signify your agreement. Fill out the captcha form and click the "Continue" button to proceed.
Step 2 – Choose your registration type
Select the type of registration you need. If you will register yourself, choose "Enroll As Individual" as the registration type.
Step 3 – Provide the required information
Once you have enrolled as an individual, you will be asked to choose if you have a Philippine driver's license or not. If you have a Philippine driver's license, provide your driver's/conductor's license number, expiry date, and official receipt number.
If you're a first-time applicant and don't have a Philippine driver's license, select "No" and then click on the "Next" button to proceed. You'll be prompted to provide your nationality, name, birthday, sex, and mother's maiden name as instructed. Once you've filled in all the required information, click the "Next" button again to proceed to the next step.
Note: For foreign residents, they should provide their alien certificate of registration number, expiry date, and nationality, followed by their personal details.
Step 4 – Enter contact details
Enter your mobile number and email address. Make sure to provide an active email, as the LTO will send a verification link to complete your registration. Click on the "Create Account" button to proceed.
You'll then receive an on-screen message confirming that you have successfully registered. However, you still need to activate your account after this.
Step 5 – Activate registration and complete profile
Check your email for the verification link sent by the LTO. Click on the link to activate your registration and provide any information needed to complete your profile. Remember or write down the 15-digit LTO Client number assigned to you, as it will serve as your username for signing in to the LTO online portal.
After completing the registration process, you can now access your dashboard and choose the desired transaction. Currently, the LTMS offers services for licensing, transactions, documents, and profiles.
Note: Having an LTMS account is necessary for applying for a student permit, new driver's license, or a driver's license renewal. Additionally, passing the Comprehensive Driver's Education (CDE) exam is required to obtain your license.
