TACLOBAN CITY – The Department of Public Works and Highways (DPWH), Leyte 2nd District Engineering Office (L2DEO), has successfully completed a 419.5-meter Portland Cement Concrete Pavement (PCCP) access road in Barangay Guinadiongan, Capoocan, Leyte. The newly paved road, which includes a concrete-lined canal, provides crucial access to Calumpijan Island and the popular Coastal Road Diving Spot.
The project, which cost PHP 14.7 million under the General Appropriations Act (GAA) 2022 Convergence and Special Support Program, aims to stimulate economic growth by enhancing connectivity to key regional tourism destinations.
District Engineer Leo Edward Oppura emphasized the road's importance, stating that it bolsters the local tourism industry and serves as an alternative route connecting Capoocan to the municipality of Leyte and Biliran province. The road traverses several coastal barangays, including Cabul-an, Talisay, and Tolibao.

Local residents, who previously faced challenges in accessing the town proper, have expressed their gratitude for the new road. Conrada Conje, a resident of Barangay Guinadiongan, explained that traveling was difficult before the road was built, especially during emergencies. The new road now allows residents to reach the town more easily, which she attributes to the DPWH project.
Calumpijan Island, known for its natural beauty and diverse marine life, and the Coastal Road Diving Spot are expected to see an increase in visitors due to improved accessibility.
This development aligns with the national government's priorities to promote tourism through the Tourism Road Infrastructure Program (TRIP), which focuses on improving access to tourism destinations nationwide. —iTacloban
