TACLOBAN CITY – The salaries and benefits of government employees across the Philippines are set to increase following President Ferdinand R. Marcos Jr.'s issuance of Executive Order No. 64.
The order, signed by Executive Secretary Lucas P. Bersamin on August 2, 2024, aims to enhance the financial well-being of state workers amidst rising inflation and economic challenges.
EO 64, effective immediately upon its publication in the Official Gazette or a newspaper of general circulation, introduces a revised salary schedule for all civilian personnel in the Executive, Legislative, and Judicial branches, as well as in Constitutional Commissions, other Constitutional Offices, and select Government-Owned or Controlled Corporations (GOCCs) and Local Government Units (LGUs).
The salary adjustments will be rolled out in four phases, starting retroactively from January 1, 2024, with subsequent tranches on January 1 each year through 2027.

Additionally, qualified government employees will receive an annual medical allowance of PHP 7,000 to support health maintenance organization (HMO) benefits.
President Marcos emphasized that, given the prevailing economic circumstances and the erosion of purchasing power due to inflation, updating the salaries and benefits of government personnel is necessary to maintain a competent, committed, agile, and healthy workforce, thereby promoting social justice, integrity, efficiency, accountability, and excellence, ultimately translating to increased productivity and higher-quality public service.
The Department of Budget and Management (DBM) is responsible for issuing the guidelines to implement the specific provisions of EO 64.
